Description:
Hurricane Matthew caused historic flooding in the City of Whiteville’s Downtown Municipal Service District and surrounding residential areas, posing a threat to health and safety. Approximately 70 businesses and more than 200 residences were located in the affected area. Golden LEAF Disaster Recovery Grant Program funds enabled Whiteville to develop a stormwater plan for the Downtown Municipal Service District and necessary outfalls. The city used the study to develop priorities for storm drainage improvements based on the exposure of the public and property to flood hazards. Funding for future infrastructure upgrades identified by the plan was sought from grant programs, appropriation of local funds, or through the implementation of a stormwater fee.
