The Town of Smithfield believes Hurricane Matthew affected its stormwater infrastructure, threatening properties that lie outside the flood hazard area. To better understand how to resolve the stormwater issues, Smithfield is working to update a study that was conducted in 1985. The town also anticipates implementing a stormwater utility fee to support construction and maintenance of its stormwater infrastructure. Golden LEAF Disaster Recovery Grant Program funding will be used to support engineering fees associated with development of a stormwater capital improvement plan.
