Description:

The City of Kinston experienced two substantial flooding events due to Hurricane Matthew resulting in evacuations and damage to residential properties that included 144 units in two apartment complexes. One complex consisting of 54 units will not be restored. A private developer has proposed constructing a new 60-unit apartment complex at the end of Doctors Drive, which is outside of the 100-year floodplain. Doctors Drive is currently a dead-end street and during Hurricane Matthew parts of the street were flooded making it impassable. This Golden LEAF grant will support extension of Doctors Drive an additional 2,800 feet to connect with Airport Road and extend an 8″ water line along the extension to address fire protection and water supply needs and allow construction of the new housing development.
