The grant provided funding to Bertie County to replace the library and Cooperative Extension buildings that were destroyed due to flooding from Tropical Storm Julia and Hurricane Matthew. FEMA Public Assistance was not sufficient to replace these buildings. A community building owned by the Town of Windsor, but frequently used by the county, also flooded. Golden LEAF Disaster Recovery Grant Program funds were used to support the construction of the replacement building that housed the library, Cooperative Extension, and community space, saving funds by consolidating the three functions in one building. The new building was located outside of the flood plain.
