The South Main Street and Southern Avenue neighborhood of the City of Raeford experienced frequent flooding following prolonged rain events, including Hurricane Matthew. Flooding made the streets impassable, stalling vehicles and stranding residents. A preliminary engineering assessment determined that replacement of undersized stormwater infrastructure was necessary to alleviate flooding. Golden LEAF Disaster Recovery Grant Program funds were used to support the design, engineering, and construction of improved stormwater infrastructure.
