N.C. Emergency Management, Golden LEAF coordinating on flood mitigation programs

The Golden LEAF Board will make awards of up to $250,000 to local governments for public infrastructure projects that result in mitigation of flooding through the recently launched Flood Mitigation Program This program is funded by an appropriation from the N.C. General Assembly as part of a comprehensive strategy to address frequent flooding in North Carolina.

The Golden LEAF program is one component of a comprehensive flood mitigation effort included within the most recent budget. Please see information below regarding additional currently available programs to support flood mitigation projects.

Eligible Uses
  • Construction of new or improvement of existing owned stormwater infrastructure, including natural drainage infrastructure and flood control equipment.
  • Repair of existing stormwater infrastructure damaged or destroyed by flooding, which must include improvements to mitigate against future flooding.
  • Engineering expenses related to planning and implementation of flood mitigation solutions.
  • Same as Golden LEAF plus:
  • Elevation of buildings, elevation of controls or other improvements of water or sewer infrastructure, or other related projects to protect the infrastructure from flooding.
  • Stream gauges and flood warning systems
Projects to reduce flooding across the state’s waterways
