This Golden LEAF grant provided funding to Halifax County to support the relocation and replacement of sewer infrastructure to allow The Price Companies, Inc. to construct a new chip mill in Roanoke Rapids. The Price Companies provided wood-processing services to clients, including many paper companies. In Roanoke Rapids, The Price Companies’ mill was to be located adjacent to and serve KapStone Paper. The mill was expected to create 16 new full-time jobs with wages of $38,334, compared to the Halifax County average of $30,420. In order to locate the chip mill at the KapStone plant in Roanoke Rapids, it was necessary to relocate and replace the Roanoke sewer outfall because of infiltration and inflow problems and other issues. Golden LEAF funds were used for construction of the sewer outfall.
