The Family Resource Center South Atlantic (FRCSA) provided employment assessment and training, job placement, and case management services for long-term unemployed adult workers in rural Halifax County. Training was designed to qualify completers for a variety of positions, including electrical and construction-related jobs. FRCSA partnered with the NC Department of Public Safety to target and recruit returning citizens for the program and the local NCWorks employment center for the participant assessment process. While FRCSA provided general employment training, it also partnered with The Center for Energy Education, which provided industry-specific and OSHA-10 certification training in conjunction with Halifax Community College. Following training completion, participants received job placement assistance. Wraparound services for reentering adults also included legal services such as assistance with record expungement and driver license restoration to help eliminate barriers to employment. Golden LEAF funds were used for personnel, training/testing, participant incentives/support services, and other program and administrative expenses.
