The City of Raleigh experiences frequent flooding in and around Kingsborough Estates, overtopping the street in three locations and flooding several homes. When the Estates were developed in 1981, they were outside of the city limits and pre-dated the implementation of the North Carolina Stormwater Regulations and Neuse River Riparian Buffer Rules. The Estates receives drainage from approximately 500 acres upstream, which leads to increased flooding in the area. Golden LEAF flood mitigation grant funds will be used to complement Raleigh’s initial assessment of flooding issues in the area. The city plans to identify alternative solutions and design and engineer the selected solutions. Residents in the project area will benefit from this project. City funds will be used to complete the project and for future construction of improvements. Temporary and permanent easements will be required for the implementation of this project and the city will maintain the roads and infrastructure upon project completion.
