Food Distribution Program Associate

The Golden LEAF Foundation seeks a motivated, detail-oriented, quick learner to join the team at Golden LEAF to support a new, time-limited, federally funded Food Distribution Assistance Program.

About the Food Distribution Assistance Program

The 2021 state budget appropriated $10 million to Golden LEAF to make grants to nonprofits for food distribution assistance. The Food Distribution Assistance Program is funded by federal State Fiscal Recovery Funds through the North Carolina Department of Agriculture and Consumer Services. 

The program is anticipated to last approximately 2 years through application review, award, and implementation of funded projects. The current timeline anticipates awards made between August and December 2023 and most projects completed by December 2024. Monitoring of projects to assess implementation will continue after projects are completed, with the majority of monitoring of awarded projects expected to conclude by June 2025. This program is not anticipated to be renewed. This associate position is funded through the State Fiscal Recovery Funds appropriation for the program. 

Position Overview
The primary responsibility of the Food Distribution Assistance Program Associate is to support implementation of the Food Distribution Assistance Program. This includes implementing monitoring of recipients and supporting compliance across the Program. The Program Associate will focus on data and record management, including organization of physical and electronic records. 

This position reports to the Vice President/Chief of Staff. This position collaborates with other positions dedicated to the Food Distribution Assistance Program. 

Primary Functions

Compliance Review

  • Reviewing grant applications to ensure compliance with program requirements (verification of documents provided, following up to request missing or incomplete documents).
  • Reviewing records for compliance, flagging issues for resolution and updating records as needed.
  • Identifying instances of applicant/grantee non-compliance, following up and/or making recommendations for appropriate corrective action.
  • Serving as a resource for grantees with questions regarding Golden LEAF grant administration policies and procedures.

Monitor Awarded Grants

  • Reviewing grantee progress reports, disbursement requests, and financial reports, analyzing the information presented, following up on missing items, and identifying and addressing questions or concerns, and conducting site visits as warranted.

Record Management

  • Manage organization of physical and electronic records.

Minimum Qualifications

  • A minimum of two years experience relevant to the Primary Functions of the Program Associate position listed above 
  • Demonstrated proficiency in the use of common software programs including Microsoft Outlook, Word, and Excel, and the ability to learn to use database systems 

Preferred Qualifications

  • Experience working with (or a demonstrated interest in and knowledge of) nonprofits and food distribution assistance 
  • Knowledge of financial and programmatic reporting practices in the nonprofit, educational, and/or governmental sectors, especially projects that include federal funding sources

Location
This position will be based at the Golden LEAF offices at 301 N. Winstead Avenue in Rocky Mount, NC with travel within the state expected (amount varies, but approximate average of two days per month). Currently, Golden LEAF staff is required to work from the office Mondays and Thursdays, with the option to work remotely the remainder of the week.

Compensation and Benefits
The Program Associate position is a full-time, professional position with compensation and benefits commensurate with responsibilities and experience. This position has an anticipated hiring range of $48,500 – $55,000, depending on qualifications and experience.

Timeline
