The North Carolina Office of the State Auditor counts dollars awarded by Golden LEAF as state funds. Golden LEAF and its grantees must comply with reporting requirements under N.C. General Statute 143C-6-22, Use of State Funds by non-State entities and N.C. General Statute 142C-6-23, State grant funds: administration; oversight and reporting requirements.
All Golden LEAF grantees that are non-governmental organizations (NGOs)-501(c)(3) organizations-are required to report annually on state and federal pass-through dollars received (not amount awarded) and expended during each fiscal year. This requirement is written into the Grantee Acknowledgment and Agreement that must be executed by each NGO prior to receiving Golden LEAF funds.
State Reporting Requirements
| WHAT | Dollars received, and expended, from state and federal pass-through sources within the NGO's last fiscal year, and related grantee and project information.
| | WHEN | NGOs receiving less than $500,000 total from state and federal pass-through sources within their fiscal year must report within six months of their fiscal year end.
NGOs receiving $500,000 or more from state and federal pass-through sources within their fiscal year must report within nine months of their fiscal year end.
| | WHY | It's the law AND noncompliant grantees will receive no further disbursements of state and/or federal pass-through grant funds until they are compliant.

The North Carolina Office of the State Auditor (OSA) is implementing an on-line reporting system, the Grants Information Center, to streamline the grants reporting process for both funding agencies and grantees. Once the Grants Information Center is fully operational, only those grantees who do not have internet access may file hard copy reports.
All NGO grantees should attend training given by the OSA, "Grants Information Center: On-line Reporting Training." A schedule of when and where the sessions will be conducted may be found at: www.ncauditor.net/NonProfitSite/nphome.aspx under "Current Listing of Courses."
